About the Residential New Construction Program




Incentives

The Residential New Construction Program offers incentives based on the qualifying home type.

As a participating Builder, you will earn financial incentives for each eligible ENERGY STAR certified new home you build. In addition, HERS Raters will receive $50 for each house approved by the program.

2025-2029 Builder and Rater Incentives for ENERGY STAR Certified v3.1 homes submitted on or after January 1, 2025


How to Participate

  1. Talk to a participating rater

    • Your HERS rater will help you to determine if you qualify for the Program or what upgrades you can make to qualify. Builders should start working with a rater as soon as possible in the build process.

  2. Complete the Residential New Construction Builder Application

    • Builders can participate with a specific home, or with all homes they build. There is no penalty for failing to meet the Program's requirements.

  3. Have the home tested

    • Raters will inspect the home twice; once at pre-drywall and once at final. The rater will enter all the home information in an energy model and submit the needed information to the Program.

  4. Start receiving checks

    • Once the rater submits the required documentation for each home, the program will review the documentation, verify the home qualifies, and send a check directly to the builder.
