Program Eligibility Requirements
Homes that earn the ENEGY STAR Version 3.1 certificate after January 1st, 2025 with 100% LED lighting.
Qualifying structures :
Site-built single-family residential homes receive $1,450
Attached housing, such as townhomes, duplexes, and stacked townhomes receive $1,150
HERS Raters receive $50 for every home submitted
Builders and HERS Raters need to sign up as EPA ENERGY STAR Partners
Builders and HERS Raters who are already partners with ENERGY STAR do not need to sign partnership agreement again
ENERGY STAR Version 3.1 Requirements
Virginia Code level insulations with Grade 1 installation or better
Virginia Code level air sealing 5 ACH50 or better
4 CFM50 duct leakage to the outside
Properly installed HVAC System

Program Submissions
Builders must use RESNET-approved HERS Raters to test and certify qualifying homes.
Rater must complete two inspections during construction
Pre-drywall / rough inspection
Final / post-construction inspection
Rater must provide supporting documentation with application
Confirmed Ekotrope file for each registered home
PDF of registered home plans (upon request)
Raters must sign a partnership agreement the Program in order to receive payment
All homes must be submitted in Ekotrope.
